The story

Between 1978 and 1991, Jeffrey Dahmer killed seventeen young men and boys — most of them Black, most of them gay or questioning, and most of them failed, at least once, by the institutions that should have stopped him. The season opens at the end of that story, with the night a handcuffed man flags down a police car, then keeps circling back to show how it was allowed to happen.

The show's center of gravity is not the killer. It is Glenda Cleveland, the neighbor who called the police again and again; it is Tony Hughes, whose life gets a full hour; it is the families who learned, in court, how many near-misses there were. That choice — victims and neighborhood first — is what separates this from a standard serial-killer procedural.

It is also a dramatization. Compressed timelines, invented conversations, and composite moments are part of the package, and the series drew real criticism from victims' families on release. Watch it as a drama built on documented failures, not as a court record.
